Asbestos Pre-Work Checklist and Unexpected Find Procedure

About this document

What it’s for

Asbestos is still the biggest single cause of work-related deaths in the UK, and tradespeople are most at risk. The Control of Asbestos Regulations 2012 require duty holders to manage asbestos and contractors to find out whether asbestos is present before starting work that could disturb it. This checklist and procedure help you do that and respond safely to an unexpected find.

When to use it

  • Before any work that could disturb the fabric of a building built before 2000
  • When drilling, cutting, removing ceilings, boxing, floor tiles, roofing, soffits or pipework lagging
  • Immediately if a suspect material is found

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  • Part 1 – Before work starts
  • Part 2 – Stop-work procedure for a suspected find
  • Find record
  • Asbestos awareness training record

How to complete it

  • Ask the client or duty holder for the asbestos register or refurbishment survey
  • Complete the checklist before starting
  • Brief workers on the stop-work procedure and record their asbestos awareness training

Key points to check

  • Most work with asbestos needs a licensed contractor; some lower-risk work is non-licensed or notifiable non-licensed work
  • If in doubt, stop and get a survey – never guess
