BOOM Approval, Staff AML Screening Declaration and Register

About this document

What it’s for

Regulation 26 requires every beneficial owner, officer and manager (BOOM) of an AML-supervised firm to be approved by the supervisor; ACCA approves BOOMs of the firms it supervises and anyone with a relevant criminal conviction listed in Schedule 3 cannot be approved. Regulation 21(1)(b) separately requires the firm to screen relevant employees, before appointment and during employment, for their skills, knowledge, expertise, conduct and integrity. This document gives you a declaration form, a screening record and a register for both.

When to use it

  • Before anyone becomes a partner, director, member, owner or senior manager of the firm
  • Before appointing any employee, subcontractor or temporary worker who handles client work or CDD
  • At least every two years and whenever circumstances change

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  • Part 1 – Individual declaration
  • Part 2 – Screening record (completed by the firm)
  • Part 3 – Firm register

How to complete it

  • Have each person complete the declaration in Part 1
  • Obtain a basic criminal record check (DBS, Disclosure Scotland or AccessNI) and record the outcome, not the certificate
  • Apply to your supervisor for BOOM approval where needed and record the approval date

Key points to check

  • Updated for the Money Laundering Regulations as amended by SI 2026/621 and the CCAB 2026 guidance
  • Tailor it to your firm before use
