Business Continuity Plan for Care Services

About this document

What it’s for

A business continuity plan written for a care home or home care service, where “keeping the business running” means keeping vulnerable people safe. It ranks people by priority, sets out action cards for the most likely disruptions, lists who must be told (including CQC and the local authority) and how to keep working if your digital care records go down.

When to use it

  • As your main continuity plan for CQC, commissioners and the DSPT
  • In any incident that could stop you providing safe care
  • As the basis for an annual test exercise with staff

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  • 1. About this plan
  • Our objectives in any incident
  • 2. Activating the plan
  • First actions for the incident lead
  • 3. Priority of people supported
  • 4. Critical resources and suppliers
  • 5. Action cards
  • Card A – Staff shortage
  • Card B – Loss of power, water, gas or heating
  • Card C – Outbreak of infection or pandemic
  • Card D – Digital care record, IT or phone outage (including cyber attack)
  • Card E – Loss of premises or evacuation (care home) / loss of office (home care)
  • Card F – Severe weather (snow, flooding, heatwave, cold)
  • Card G – Supplier failure
  • Card H – Loss of key staff, including the registered manager
  • Card I – Provider failure, insolvency or closure
  • 6. Communication plan
  • 7. Who to notify
  • 8. Key contacts
  • 9. Incident log

How to complete it

  • Complete the contact lists, priority ratings and key suppliers first
  • Adapt each action card to your service – delete the care home or home care steps you do not need
  • Print copies and store them off-site and offline, as well as on your system
  • Test the plan at least once a year and after any real incident

Key points to check

  • Read with the general Business Continuity Plan in the Health and safety pack
  • Check your local authority’s provider failure and emergency planning requirements
