Charity Complaints and Whistleblowing Policy

About this document

What it’s for

A clear complaints process builds trust with donors, beneficiaries and the public, and is expected by the Fundraising Regulator and the Charity Commission. Charities also need a safe way for staff and volunteers to raise concerns about wrongdoing – such as fraud, safeguarding failures or a trustee acting improperly – without fear of being treated badly. This policy covers both.

When to use it

  • Publish Part A on your website and give Part B to every member of staff and volunteer
  • When someone complains about your charity, its fundraising or its services
  • When a staff member or volunteer raises a concern about wrongdoing

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  • Part A – Complaints: our commitment, how to complain, what we will do, external routes, records and learning
  • Part B – Whistleblowing: who it applies to, what to raise, how to raise a concern, what happens next, protection, external routes
  • Schedule 1 – Complaint / concern form
  • Schedule 2 – Complaints and concerns log

How to complete it

  • Fill in names, contact details and timescales
  • Have the trustees approve it
  • Log every complaint and concern in Schedule 2 and report a summary to trustees

Key points to check

  • Fundraising complaints must be handled in line with the Code of Fundraising Practice
  • Some concerns must be reported to the Charity Commission as serious incidents
