Health and Safety Policy

About this document

What it’s for

A full health and safety policy in the three parts HSE expects: a signed statement of general policy (Part 1), the organisation and responsibilities (Part 2) and the practical arrangements you use to manage risk (Part 3).

When to use it

  • If you employ five or more people – a written policy is then a legal requirement in Great Britain
  • If you have fewer staff and want a clear, documented approach (often asked for by clients, insurers and tenders)
  • When you review your existing policy, at least every 12 months

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

Also included

  • Part 1 – Statement of general policy

How to complete it

  • Fill in the names and roles in Part 2 – use real people, not just job titles
  • Delete arrangements in Part 3 that do not apply and add any specific to your work
  • Have the most senior person sign Part 1, then share the policy with every employee
  • Keep supporting risk assessments and records with the policy

Key points to check

  • The policy must reflect what actually happens – inspectors compare it with practice
  • Northern Ireland: the equivalent duty is in the Health and Safety at Work (Northern Ireland) Order 1978, enforced by HSENI
