Payment Authorisation Policy and Approval Limits

About this document

What it’s for

Invoice and payment fraud – especially fake requests to change a supplier’s bank details or urgent payment requests that appear to come from a director – is one of the most common and costly frauds suffered by UK businesses. Clear approval limits, separation of duties and a fixed process for verifying bank detail changes stop most of it. This policy sets those controls out and gives you the forms to evidence them.

When to use it

  • When setting up or reviewing your purchasing and payment controls
  • When adding new staff to online banking or changing approval limits
  • Every time a supplier asks to change its bank details

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  1. Purpose and principles
  2. Purchasing and invoice approval
  3. Authorisation matrix
  4. Payment runs
  5. New suppliers and bank detail changes
  6. Records and reconciliation
  7. Breaches and fraud

Also included

  • Schedule 1 – Payment authorisation form
  • Schedule 2 – Supplier bank detail change verification form
  • Schedule 3 – Acknowledgement

How to complete it

  • Set the approval limits in the matrix in section 3 and the bank mandate to match
  • Train everyone who processes or approves payments and ask them to sign the acknowledgement
  • Use the bank detail change verification form (Schedule 2) every time, without exception

Key points to check

  • Make sure the bank’s online banking permissions actually enforce the limits – a policy that the system does not enforce is easily bypassed
  • Never verify a change of bank details using contact details from the email or letter requesting the change
