Reserves Policy

About this document

What it’s for

A reserves policy built around the Charity Commission’s guidance “Charity reserves: building resilience” (CC19), updated in September 2026. The Commission now expects policies to be specific to the charity rather than generic wording – so this template walks the trustees through a reasoned calculation, with a worksheet in the Schedule.

When to use it

  • To create a first reserves policy, or replace a generic one
  • When preparing the trustees’ annual report, which must state the reserves policy
  • When income, costs, risks or plans change significantly

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  1. Purpose
  2. Background and legal framework
  3. Definitions
  4. About the charity’s finances
  5. Why the charity needs reserves
  6. How the target level has been set
  7. Current position
  8. Designated funds
  9. Restricted funds
  10. Using reserves
  11. Where reserves are held
  12. Monitoring, reporting and review

Also included

  • Part A – Essential running costs
  • Part B – Specific risks (from the risk register)
  • Part C – Orderly wind-down costs
  • Part D – Summary

How to complete it

  • Start with the worksheet in the Schedule, using your latest accounts and budget
  • Use the result to fill in the target range and current position in the policy
  • Choose the options that fit your charity and delete the others
  • Have the trustees approve it and record the decision in the minutes

Key points to check

  • Do not count restricted funds, endowment or fixed assets used for your work as reserves
  • Designations must reflect genuine plans – not be used to make free reserves look lower
  • Your independent examiner or auditor will look at this – share the draft with them
