Trust or Company Service Provider (TCSP) Procedures and Registered Office Register

About this document

What it’s for

Many practices provide trust or company services – forming companies, providing a registered office, correspondence or service address, or acting as a director, secretary, partner, trustee or nominee shareholder. These are TCSP activities under regulation 12 of the MLRs, which carry higher risk in the National Risk Assessment and must be registered. From 30 June 2026, selling off-the-shelf companies is also TCSP activity. This document gives you the procedures, client terms and registers for them.

When to use it

  • If the firm provides any of the services above
  • When starting to offer a TCSP service – notify your supervisor first (ACCA passes TCSP details to HMRC for the TCSP register)

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  • Part 1 – Services provided
  • Part 2 – Procedures
  • Part 3 – Client terms for address services
  • Part 4 – Registered office and service address register
  • Part 5 – Formation and nominee register

How to complete it

  • Delete the services you do not provide
  • Add the client terms in Part 3 to the engagement letter for each TCSP client
  • Keep the registers in Parts 4 and 5 up to date and review them at least annually

Key points to check

  • Updated for the Money Laundering Regulations as amended by SI 2026/621 and the CCAB 2026 guidance
  • Tailor it to your firm before use
