Vulnerability Disclosure Policy

About this document

What it’s for

People who find security weaknesses in your systems need a safe, clear way to tell you. A vulnerability disclosure policy tells them how to report, what is in scope and how you will respond – so problems are fixed before criminals exploit them. The NCSC recommends every organisation has one, and manufacturers of consumer connectable products (smart devices) must publish a way to report security issues under the Product Security and Telecommunications Infrastructure regime.

When to use it

  • If you run a website, app, SaaS platform or connected product
  • Before publishing a security.txt file on your website
  • When someone reports a security issue to you

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  • Part 1 – Public policy: scope, how to report, what we ask of you, what you can expect from us, safe harbour
  • Part 2 – Internal handling procedure and report register
  • Part 3 – security.txt file

How to complete it

  • Fill in scope, contact details and timescales in Part 1 and publish it on your website
  • Create the security.txt file in Part 3 and place it at /.well-known/security.txt
  • Follow the internal handling procedure in Part 2 and log every report

Key points to check

  • Only offer “safe harbour” for good-faith research within the policy – it does not authorise access to personal data or disruption of services
  • This is not a paid bug bounty unless you say so
