Data Protection Impact Assessment (DPIA)

About this document

What it’s for

A template for assessing and reducing the data protection risks of a project or processing activity before it starts. Article 35 of the UK GDPR makes a DPIA mandatory where processing is likely to result in a high risk to individuals; it is also good practice for any significant new use of personal data. The template takes you from screening through to risks, measures, sign-off and review.

When to use it

  • Before introducing new technology, AI tools, CCTV, staff monitoring, biometrics or tracking
  • Before large-scale use of special category or children’s data, profiling or data matching
  • When a supplier change or new data sharing could affect individuals significantly

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  • Part 1 – Screening: is a DPIA required?
  • Step 1 – Why is a DPIA needed?
  • Step 2 – Describe the processing
  • 2A Nature of the processing
  • 2B Scope of the processing
  • 2C Context of the processing
  • 2D Purposes of the processing
  • Step 3 – Consultation
  • Step 4 – Necessity and proportionality
  • Step 5 – Identify and assess risks
  • Step 6 – Measures to reduce risk
  • Action plan
  • Review record

How to complete it

  • Complete the Part 1 screening – if any item is ticked, complete the full DPIA
  • Involve the project lead, IT, the Data Protection Lead and, where appropriate, the people affected
  • Score each risk for likelihood and severity using the matrix in Step 5
  • Get sign-off before processing starts and diarise a review

Key points to check

  • If a high risk remains after mitigation, you must consult the regulator before you start
  • Record your reasons if you decide a DPIA is not needed
  • A DPIA is a living document – revisit it when the processing changes
