Martyn’s Law Public Protection Procedures (Standard Tier)

About this document

What it’s for

A ready-to-complete plan for meeting the Terrorism (Protection of Premises) Act 2025 (“Martyn’s Law”) at standard tier premises – venues where 200 to 799 people may reasonably be expected to be present at the same time. It sets out the four public protection procedures the Act requires and gives you the records to show the Security Industry Authority (SIA) what you have done.

When to use it

  • If your premises may hold 200 or more people at once, including staff
  • Before the duties come into force (expected spring 2027 – check the date) and whenever the layout or use changes
  • When you take over or open a venue, or start holding larger events

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

Key points to check
