Record of Processing Activities (ROPA)

About this document

What it’s for

The written record of your processing activities that Article 30 of the UK GDPR requires. It lists what personal data you hold, why, on what lawful basis, who you share it with, transfers, retention and security. It is the backbone of your data protection compliance – privacy notices, retention schedules and DPIAs should all match it – and it is one of the first documents the regulator asks to see.

When to use it

  • When you first map your organisation’s personal data (a “data audit”)
  • Whenever you start a new activity, system or supplier relationship
  • As a processor (for example a bookkeeper, payroll bureau, IT provider or marketing agency), use Part D for the processing you carry out for clients

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  • Part A – Organisation details
  • Part B – Summary register of processing activities (controller)
  • Controllers on whose behalf we process
  • General description of our security measures (processor)
  • Review checklist

How to complete it

  • Fill in Part A with your organisation’s details
  • List every processing activity in the Part B summary, one line per activity
  • Complete a Part C sheet for each activity (copy the blank sheet as needed) – use the worked payroll example as a guide
  • Review the whole record at least annually and record it in Part E

Key points to check

  • Fewer than 250 employees does not automatically exempt you (see the note in Part A)
  • Record the Annex 1 condition for any recognised legitimate interest
  • Large organisations may prefer to keep this record in a spreadsheet using the same fields
