Staff Rota and Working Time Record

About this document

What it’s for

A set of records for planning shifts and proving that you comply with the Working Time Regulations 1998, the rules for young workers, the National Minimum Wage and the new duty (from 6 April 2026) to keep adequate holiday records for six years. It is designed for hospitality, where shifts are split, late and irregular.

When to use it

  • Every week to plan and publish the rota
  • To record actual hours, breaks and rest, and check them against the limits
  • For staff under 18, night workers and anyone who has opted out of the 48-hour week
  • To calculate and record holiday for irregular-hours and part-year workers

What’s inside

The document is laid out in the sections below. Each one comes with a plain-English guidance note explaining what it does and what to change.

  • Part 1 – Summary of the rules
  • Our rules
  • Part 5 – 17-week average hours calculation
  • Young worker record (under 18)
  • Night worker record
  • Irregular-hours and part-year workers: accrual at 12.07%
  • Holiday taken
  • Record retention

How to complete it

  • Read the summary of the rules in Part 1 and fill in your own rest break and notice rules
  • Use Part 2 for the weekly rota and Part 3 for actual hours and breaks
  • Complete Part 4 each week and Part 5 every 17 weeks
  • Keep Parts 6 to 9 on each worker’s file and the holiday record (Part 8) for six years

Key points to check

  • The rules on shift notice and cancelled shifts under the Employment Rights Act 2025 are expected in 2027 – see the note in Part 1
  • Your rota or payroll software may replace some of these forms, as long as it records the same information
